Carla Herrera
SEAL Trainer
Carla Herrera has been a passionate bilingual educator for more than forty years, specializing in biliteracy and dual immersion education program implementation and development in both Spanish and Portuguese. She has provided technical assistance at multiple levels: site, district, county, state, IHE, national and international. Recognized by the California Association for Bilingual Education (CABE) as the very first Bilingual Teacher of the Year in 1989, that same year, Ms. Herrera was also named Teacher of the Year by National Association for Bilingual Education—the first from California. Ms. Herrera served as Professional Development Specialist for Technology Integration in Multilingual Settings at the Center for Language Minority Education and Research, Cal State Long Beach; was the Two-Way Immersion | Biliteracy Specialist for eight California counties; and was the first EL | Dual Language Learner Regional Lead and Advisory Member for the California Preschool Instructional Network. In addition to her work with SEAL, Ms. Herrera also serves on the Instructional Quality Commission (IQC), an advisory body to the State Board of Education. She received a Master’s Degree in Bilingual/Cross-Cultural Education and a B.A. in Spanish at Cal State University Long Beach.
